And thats whats so interesting here.
At least during his tenure in Jacksonville, players kept complaints to themselves until the team started losing. The fact this problem came to light on the eve of the teams first mini-camp makes it all the more worrisome.
For what its worth, the entire offseason program has strict limitations that are governed by the collective bargaining agreement with the players.
Chief among those limitations is the fact that offseason programs are completely voluntary with the exception of one three-day mini-camp (two for new coaches). Teams can have only 14 of the OTA days, and coaches can keep players on the field no longer than 90 minutes. Players can wear helmets, but no pads.
Players have no obligation to partake in any of the OTAs or lifting sessions outside of mini-camp.
Violations have occurred in the past.
"Last year we looked at Kansas City, Cleveland and St. Louis," Upshaw explained. We ended up getting St. Louis."
As a result, the Rams lost one week of organized team activities (OTAs).

Also of interest. ... The Giants are thinking about signing quarterback Kurt Warner if the two-time NFL MVP is released by the St. Louis Rams in a salary-cap move.
"Weve been talking," Mark Bartelstein, Warners agent, said in a Thursday telephone interview with Associated Press sports writer Tom Canavan.
Bartelstein has spoken with six or seven teams about signing Warner since the Rams gave him permission to shop for a deal for the quarterback who led St. Louis to a Super Bowl championship in the 1999 season.
Warners future in St. Louis became very uncertain this week when the Rams signed Marc Bulger to a four-year contract.
Its unlikely Warner will take a pay cut to stay with the Rams, and its even more unlikely he will enjoy being Bulgers backup again.
