Staley spent the last seven seasons with the Philadelphia Eagles, and is expected to boost the Steelers running game, which ranked 31st last year. That was the worst ranking under head coach Bill Cowher.
The deal includes a $4 million signing bonus.
Staleys agent, Leigh Steinberg, said the Steelers were a favorite because his client rooted for them as a child. Steinberg and his partner, Derrick Harrison, also were negotiating with the Detroit Lions.
"Duce was a Steelers fan growing up, so this represents the fulfillment of a childhood dream," Steinberg said. "At the end we did go back to Philly as he promised he would, but his re-involvement in their backfield rotation was a disincentive to re-signing there."
Last season, Staley held out of training camp trying to renegotiate the final year of his contract with the Eagles. When he returned, Staley found himself rotating with Brian Westbrook and Correll Buckhalter and gained only 463 yards on 96 carries; he also caught 36 passes.
Not surprisingly, Staley was eager to find a club willing to give him the majority of its carries. Even though hes expected to share time with Jerome Bettis, at least for 2004, SI.com insider Don Banks advised readers that Staley is likely to be Pittsburghs starter and most frequently used rusher.
