The initial offer the team made to Couch asked him to redo the final two years of his contract -- at a total value approaching $7 million, according to two league sources.
Couch was due to make more than that -- $7.6 million -- this season alone.
The offer that the team sent to Couchs agent Tom Condon on Wednesday called for salaries of $3 million in 2003 and $3.5 million in 2004, with incentives that could make Couch more money.
By comparison, Seattles Matt Hasselbeck will make $5 million in salary, New Orleans Aaron Brooks $3.25 million, and Philadelphias Donovan McNabb $4 million, according to NFL Players Association figures.
Couch stressed Tuesday that he was willing to give as long as the final agreement was "fair to both sides."
In the meantime, the Browns continue shuffling quarterbacks in and out of team headquarters as part of an ongoing effort to explore other options in case they cant work out a new deal with Couch.
The latest: Former San Francisco quarterback Jeff Garcia, who last week decided to leave the 49ers rather than take a pay cut from $9 million to $5 million.
According to Associated Press sports writer Tom Withers, Garcia was scheduled to arrive in town Thursday night and meet Friday with the Browns.
The San Francisco 49ers released Garcia, a three-time Pro Bowl player, earlier this week to clear room under the salary cap. The 34-year-old played five seasons for the 49ers, who couldnt get him to reduce his salary from the $9.9 million he was scheduled to earn next season.
Of course, the Browns could be using Garcia as leverage to force Couch into making a decision on a new deal. If Couch refuses to accept a pay cut, the club could release or trade him. Complicating matters for the team is that backup Kelly Holcomb underwent shoulder surgery last month and may not be ready for training camp.
