"I have spoken to the NFL Management Council, and they have confirmed that Terrell Owens will not be among the players listed as an unrestricted free agent," Donahue said in a statement released by the team.
However, Owens agent, David Joseph said he sent in the necessary paperwork and plans to contest the decision.
"We voided the contract. Theres an issue now as to whether or not the void was effective," Joseph told the Associated Press.
Carl Francis, a spokesman for the NFL Players Association, said union officials were interviewing Joseph and Owens to gather information for a grievance.
